I think we need to roll back.

I placed Palenque 0 and Palenque 2 (and Tikal 0), but I ended up with 1 guy on Palenque and 2 on Tikal instead.
Subsequently, a couple of Palenque spots were covered which I assume is not entirely correct.

Remove Palenque 2 for 4 + 3 = 7 Corn
Remove Palenque 4 for 3 + 1 = 4 Wood
Remove Tikal 2, build Civic for 2 Wood and 1 Stone, get 1 Gold and 1 Corn

Net result: +8 Corn, +2 Wood, -1 Stone, +1 Gold
