when building you have to pay the connection cost from all places where you have a city right? then Qvist has to pay 65, not 49. It also effects where I want to build.

You'd have to pay the connection cost from Savannah to Jacksonville in addition to whatever else you'd pay. As that's $0, yes.

@liopoil: Is that your only build?  You still have $52 left over, and sufficient power to cover more cities.

I'm not fully understanding your confusion, but to build to a city simply find some connection path from a city where you have a house to a city where you don't.  Add up the costs on all connections along that path, add the cost of building in the city (10/15) and pay it.  Then you can build another city which can even connect from that new construction.

Regardless, you never need to pay for more than 1 path to the city.  You might pay multiple connection costs if you build through a city without building in it, but even then it's just 1 path to the NEW city.

Generally, the way I count up costs is: determine all cities I want to build in and add up the connection costs for them.  Then add on the cost to build the cities.
So, for example:
It cost QVist $5 to get to Omaha.  Then $14 to get to Cheyenne, and $0 to get to Denver from there.  +$10/city = $30.  For a total of $30 + 14 + 5 = $49.
