Presumably, if you draw [KC KC KC KC] - torturer, you'll draw 9 cards first and get more targets for your KCs. Either way, every remaining action in your deck is probably going to end up KCed.

...spin-offs are still better for all of the previously cited reasons.
But not strictly better, because the spinoff can have a different cost than the expansion.
