But it has nothing to do with gameplay, because you just never use that link. You use the 9+12, which is strictly better. It might as well not be printed on the board.

Yeah, I think it's an artifact of the way the board was designed. There's a couple other places that also don't obey the triangle inequality, but they can actually impact gameplay depending on what region is out. (See Cincinatti-Pittsburgh-Raleigh)
