No, but if you can consistently play 3 a turn, then you are guaranteeing that you can get at least
a turn (Province every time) and that they can get no more than
a turn (Duchy every time). You can double their
, and they have no control over it. You might as well replace them with a bot that buys a Duchy every turn, because that's their only (slim) hope at winning. They have no control, and in that sense they can do nothing.
