I'm trying to find another copy of the rulebook, the one on their website seems to be corrupted (or adobe sucks). I get the basic idea, but I don't understand all the move details - particularly convoy - and I didn't get to the part re: building stuff in winter.
So for convoying, your moving a land unit across water via a ship. So, say, if you're england and had an army in London, a fleet in the English channel, and wanted to move your army to belgium, you would order:
Army London - Belgium
Fleet English Channel Convoy London - Belgium.

Your fleet "stays in place" and transports the ground unit along it.
This movement has the same conditions to be resolved as a normal move.. for example, if a german unit were to also move into belgium, the move would bounce and your army would stay in london. You can support the move into Belgium from a fleet in the north sea, for instance, to provide it further support like you would a normal move.
The one difference is that if a convoying fleet is forced to retreat, the convoy does not go through. So if your fleet in the English channel was attacked by two french fleets, the move to belgium would not go through, even if no one else moved to belgium.
