Card that name: Tax Collector

It's a very common name for fan cards; let's get them all together.

Tax Collector:
Action/Duration
Cost: 7
+1 Action
At the start of your next turn, +$1 and discard this from play.
---
While this is in play, when you or the player to your left:
Gains a card; you may trash a card from your hand
Trashes a card; gain an action or treasure costing up to $3 more than it
Discards one or more cards; +1 card

What else but a Bureaucrat/Cutpurse hybrid!

Action: $4. Gain a Silver. placing it on top of your deck. Each other player places a Copper (or Treasure? ) from their hand on top of their deck (or reveals a hand with no Copper).

Probably too strong for $4 though? And definitely not strong enough for $5. It's a shame, I like the symmetry but it's hard to tweak and not ruin that.  Maybe at $5 with +1 Action or something?

Hmm, needs Iron in the name somewhere.

Tax Collector $5
Action -- Reaction
Name a treasure that is part of this Kingdom.  Each other player may pass you a copy of the named treasure.  For each player who does not, you get the greater of +1VP, or +1VP equal to half the named treasure's cost in coins, rounded up.  Put all received cards into your hand.

Whenever any other player gains a treasure, you may trash this card.  If you do, you gain that treasure instead, putting it in your hand.

(Rules clarification: The named treasure must be available in the supply, or must have been available in the supply at the start of the game.)

The card I usually see with this name has something to do with putting coin tokens on supply piles.  Cards in those piles cost $1 more per token on top.  There are plenty of variations within that theme, such as whether there can be multiple tax tokens or just one that's moved from pile to pile.

Deceptively, it's more damaging than Embargo, because with Embargo the Curses can run out, or there can be a way to circumvent them (Watchtower, Trader), or you can have a junk-tolerant deck (heavy drawing, trashing, or trash-for-benefit).  By increasing costs, you really can't get around the penalty.  Even most gainers have cost-based restrictions.

I don't like that effect because it's non-linear and permanent.  Bumping a $4 to a $5 early in the game is much more damaging than bumping the cost of a province up to $9.

At least the effects of Bridge and Highway are not permanent.
