The old Goko online game allowed us to make our own decks. I loved browsing the cards to create my own games for offline play. Are there any online deck builders anywhere that I can use to do this?

Making Fun version also has a deck builder for sets you own. Click on Play, then Challenge other players, and then at the top next to the kingdom there is a Create button.

Dominion is a deck builder.

You mean Kingdom Builder. Yeah, the one MF has kinda sucks.
If you just want an easy list of all the cards with their text, there's this page -for some reason it still doesn't have Adventures cards, but then the Adventures wiki page has a handy list of all Adventures cards (as do the pages for the other expansions).  There also this 'visual spoiler' page and this little online random Kingdom chooser.

nice, I didn't know about that one. Only bad thing is that it calls itself a deck builder.
