Right about the second version, I will probably stick with the first one.
In general, discarding an action card for $2 is going to be a very weak effect... it just turns all your action cards into Silvers. Most action cards are better than Silver. It will be great with Ruins of course, and it protects you from terminal collision.
The point is that Fundraiser works well with itself, hence its discard effect, which might be pimped a little bit to 2 coins or 2 coin tokens.

I'd drop it to streamline the card and avoid the double dividing lines.
My initial idea was the pay cheaper to get another copy (first $5, second $3), i.e. two for the price of a Province. And secondarily, this card should work well with itself.
The on-discard effect is just there because the primary effect implies discarding, so if anything should be changed, it would be the latter to avoid needing the former. Any ideas are welcome until I find some.
