I think the non-dutch deserve to know were the title originates from:
It are the famous words said when it was announced that the national dutch speed-skating race could be held; there was enough natural ice. Every year lots of/all Dutch people still hope to hear the words once again but it hasn't happened in my lifetime. (

I believe that in come countries it's even illegal to ice-skate on natural ice, however in The Netherlands it's completely common and it's the national sport. In the olypics its common that The Netherlands end up 1st, 2d, and 3th place in some disciplines.
Edit: I do not know if there is a special relationship with this and The Netherlands winning the Dominion World cups again and agian.
The words themselves are from the dialect spoken in the province of the eleven cities, the dialect is totally foreign to the rest of the country.
