Here's a list of all GvG Legendaries.  What's order do you propose for crafting?  Based on what?

Neutral:

Blingtron 3000
5 Mana (Mech)
5/4 - Battlecry: Equip a random weapon for each player.

Hemet Nesingwary
5 Mana
6/3 - Battlecry: Destroy a Beast.

Mimiron's Head
5 Mana (Mech)
4/5 - At the start of your turn, if you have at least 3 Mechs, destroy them all and form V-07-TR-0N.

Gazlowe
6 Mana
3/6 - Whenever you cast a 1-mana spell, add a random Mech to your hand.

Mogor the Ogre
6 Mana
7/6 - All minions have a 50% chance to attack the wrong enemy.

Toshley

5/7 - Battlecry and Deathrattle: Add a Spare Part card to your hand.

Dr. Boom
7 Mana

(Sneed's Old Shredder is neutral.)

For the classes, the one I've played with is Vol'jin, and it's looking like an auto-include in every Priest deck. It's really strong. I haven't looked at strong Priest players to see whether they use it, though.

I haven't played with any others yet, but I've had Troggzor played against me in ranked play, and that was quite awkward. It's a bit Cairne-like in that if you use a spell to remove it, it leaves behind a body, but unlike Cairne, it's harder to ignore because it spams bodies onto the field when you use spells for other things, too. Of course, it's 7 mana vs Cairne's 6. Still, I wouldn't be surprised to see it replace Cairne in many decks, given that 4 attack on a high-value minion is almost a liability against Priest now due to the Shrinkmeister+Cabal combo.

I crafted Mimiron's Head because it seemed like the most fun. I just made a Miracle-type deck using 2x Mechwarper, Head, Conceal as a win condition (7 mana, 4 cards, hope they can't do 3 AoE). Once Voltron is out, you should be able to finish, perhaps with a Shadowstep.

I feel like the mage legendary would be near the bottom of all lists, for example.

Yeah, it seems too random to be consistently good. On the other hand though, it does offer something that no other card in hearthstone offers. I'm really hoping the card sees play -- I think it could be great as an anti-aggro card, although it would be very, very swingy.

Not to mention if it gets silenced it sucks, and it can also whiff really badly. Troggzor I think is the best, and would be the only one I really consider crafting.

Sneed has better stats than Troggzor, which you cited as being better!

Obviously you were probably referring to stats vs. cost.  But you have to forget about cost to realize what Sneed is good at and what Sneed's niche is. 
The best neutral minion, mana cost aside, is probably Rag.  After that, probably Ysera.  After that, Sneed.  Malygos and Alex are good if you have a specific purpose in mind, same with Kel Thuzad, but as for just throwing something out and that definitely being good, Rag>Ysera>Sneed>stuff.

So if you have a deck that for whatever reason doesn't care about cost that much and just wants to pack lots of goodness into every card, Sneed is good if you're already running Rag and Ysera.  This is true of the ramp Druid I have built, and would be true of Ancestor's Call or Alarm if that were a thing.  Could also be true for some control deck with very poor draw power that needed to pack a lot of wincon into very few cards.  Control Shaman or Control Priest could wind up like that.

Then separately there is maybe Reincarnate/Feign death combos.

I've lowered my opinion of Troggzor a lot. He's really bad to drop when your opponent can trade for him with minions, which is decently often. Sylvanas has a comparable problem of being bad against an empty board, but the difference there is that an empty board doesn't demand a response.

The growing consensus seems to be that Dr. Boom is the star neutral legendary of GvG. He's pretty good in every situation and every non-aggro deck.

My only experience with Dr Boom is in arena, and he seemed really inconsistent. the boom bots can do 1dmg, which is terrible, and they can hit face, which is even worse. But I'm going to guess that I'll be proven wrong.

I've heard that people have ran him in Handlock because Dr. Boom + Sunfury on an empty board gives you 2 taunts, plus whatever the bot damage manages to clear.

It doesn't read that great to me, but I could be undervaluing getting 3 dudes from 1 card, even if some of them are 1/1s.

I think the important points about Dr. Boom are that:
1. It's hard to completely remove.
2. Even if they do, it's going to do something: It will probably take 2 cards to remove, and the boom bots will do their damage to something anyway.

I made Troggzor already, and he seems really good from my playing with him. There's not a lot of minions that get played that can trade with him on an individual basis. The effects he has on the board are hard to see, but people certainly spend a lot of time thinking the turn after I play him (or even better they don't and play some utility card draw spell w/o thinking followed by a "Whoops." that's pretty uncommon though). It's not uncommon for him to be removed with a spell as people would rather face the Trogg he leaves behind, which is a pretty good outcome.

I can't decide whether I want to build Sylvanas next (who seems like the best card I don't have) or Mogor the Ogre (who seems like the funnest card I don't have, and also I think needs some love as no one else seems to think he's fun).

I just traded in Golden Gruul for Dr. Boom. From what I've seen when used against me, Dr. Boom fits into so many different decks.

Yeah, Dr. Boom is the new Rag. He goes in basically any deck whose curve doesn't top out at Jeeves or Doomguard.
