He could have drawn Treasures, and then the Villages could have caused a reshuffle on his next turn in which he drew a Smithy. But it's also true that drawing a bunch of terminals is likely to lead to drawing useless Villages. If he doesn't play a Smithy, then his Villages will just cycle themselves next turn anyway, so it's not like he has much left to lose. But that chance to draw a Treasure or at least an Estate does make playing a Smithy have some average benefit overall.

I think it takes several turns to set this up (buy silver(s) + Masquerade + Another trasher + Get Goon + 2 KCs+ Trash other cards) and some rushes can beat that. Sorry too if I were wrong.
