Plant 39 joins the future market, so plant 37 comes down into the active market.

yes, but the uranium was $1.  So, all together it was $15 (I just assumed you were putting the final total there).

They cost $15 if you're building them Step 2-style on a city already occupied by another person. If you're building in an open city they still cost $10. (I think.)

This is correct.
The first person to build in a city always pays $10.
The second person to build in a city pays $15, and can only do so during step 2.
The third person pays $20, and can only do so during step 3.
