Way too good.  This is almost certainly (at worst) terminal +$4, with amazing cycling.  Most likely, it is even better than that.

It's better than a terminal Gold if you buy a Gold. Very good with Bank/Platinum, but buying those cards isn't easy.

I thought, why not just limit it to say the next five cards, instead of the whole deck? How about draw 5 then discard 3, and you have a very similar effect. Then I remembered Embassy.

Would it be better to decrease it to one card taken from the discard, or to increase the price to $6?  Or perhaps to lose the deck-discard?

Or maybe change it to two non-Treasure cards.

Yes... this is begging for something like "Each other player may draw a card."

I like "Each other player may put their deck into their discard pile."

And if that's not enough, also "If they do, they may look through their discard pile and put a card on top of their deck."
