I'm not sure what you are asking for here? Is it just a list of costs for every card based on the number of Bridges played / Highways in play / Bridge Trolls in play, etc?
Exampe: Sabateur: Each other player reveals cards from the top of his deck until revealing one costing 3 Coin or more. He trashes that card and may gain a card costing at most 2 Coins less than it.
That phrase '... at most 2 Coins less than...' is too 'mathy' for me. I need a table that says
Trash 6, gain a 4 card?
Trash a 3 Potion, can I get a 3 only, or does it require a Potion to be in the cost.
But there are a lot of other 'in it's cost' phrases' in other cards (like bridges), and what if I have 2 bridges, reduced by 2 and not 1 (but not less than zero). I think a table form would work for me but I will take what I can get for help

Ah I see. You aren't asking about cost reduction, but about cost comparison. Quite different. Not sure about a table, but what you need is this:
Card A costs more than another card B if they don't cost the same, and for all 3 currency types, A has the same or more of that cost than B.
Card A costs less than another card B if they don't cost the same, and for all 3 currency types, A has the same or less than that cost than B.
What this means is that

So with Saboteur, if you trash a
