This is not terribly difficult, but I thought it might be fun.

At the start of your buy phase, you have not played any cards this turn, you don't have any cards in your hand, you don't have any \$ and you only have 1 action and 1 buy.

1. Generate an arbitrarily large number of +\$ this turn.
2. Generate an arbitrarily large number of +buys this turn.
3. Generate an arbitrarily large number of +actions this turn.
4. Generate an arbitrarily large number of +cards this turn.

Rules: There are two players and you get to control the actions of both players. You get to decide the kingdom using the suggested rules (i.e. 0-2 Events/Landmarks), but the described scenario must be possible in your kingdom somehow. You get to decide the contents of the Black Market deck using the Isotropic/MF rules if you choose to use it in your solution. You get to decide the exact game state, including the order of every player's draw pile and the Black Market deck, at the start of the puzzle, but you don't get to decide any shuffle luck you might have during the puzzle. All correct answers are correct, but you get bonus points for figuring out the solution I had in mind.

Almsing a Villa with +1 Card on it that draws a Herald that hits a Herald that hits a Herald that hits a Herald... sounds like it could be part of one solution.

Start with the +1 Card token on Villa and 9 Royal Carriages and 8 Duplicates on your Tavern mat.

Alms for Villa. Call 8 Duplicates.

Play 9 Villas. Call Royal Carriage 9 times. You now have 18 Buys, \$18, and a lot of Actions. But, most importantly, you've drawn 18 cards.

and pick one to use that has no shuffle luck needed, starts with 18 cards or fewer in hand, one or fewer Events, and uses at most 7 different Kingdom cards.

I like Majiponi's:
Fewer cards I have found to loop infinitely.
6 cards, no Event
Kingdom: Overlord, Lurker, Raze, Watchtower, Crown, Mandarin
Setup: trash Mandarin
Deck: 5 Overlord, 2 Watchtower

You have 2 Overlord and Watchtower in your hand.

play Overlord as Crown
---- play Watchtower
---- play Watchtower
-------- play Overlord as Raze (trash itself)
-------- play Overlord as Lurker (gain Mandarin, reveal Watchtower to trash)
------ play Overload as Lurker (gain Overlord)

Now you have 5 Overlord and Watchtower in your hand.

play Overlord as Crown
-------- play Overlord as Raze (trash itself)
-------- play Overlord as Lurker (gain Mandarin, reveal Watchtower to trash)

Almsing a Villa with +1 Card on it that draws a Herald that hits a Herald that hits a Herald that hits a Herald... sounds like it could be part of one solution.
It can also just draw a Scrying Pool and then you can do any of your infinity solutions.

Since the number of points is within a constant factor of the number of city quarters, in the long run we can get (4 - ε) ↑↑ n points in n turns for any ε > 0.

Use Band of Misfits and Ferry instead of Overlord to make this more practical.

Actually you need the solution to have 0 Events and at most 6 different Kingdom cards, since there needs to be a way to get the +1 card token on Villa (which is presumably Pathfinding) and there needs to be a way to start your buy phase with no cards in hand on a turn where you didn't play anything (which is presumably Torturer), so majiponi's solution is the only one in that thread that works, but for the most part, your solution is correct. It is, however, not the solution I had in mind (the main difference is that I don't use the +1 card token).

Probably unnecessary to have both Royal Carriage and Duplicate here, you could cut one and use Teacher for the +Card.

For doing it without +Card, you could overbuy Doctor on the second buy, trashing a Cultist(from Black Market) and drawing a Scrying Pool(also from Black Market) and then Scrying Pool for X Actions. And Mandarin in Majiponi's solution could also be from Black Market.

Here's my take, totally convoluted, but I think it technically works:

Events: Alms, Bonfire
Kingdom: Villa, Torturer, King's Court, Lurker, Peasant, Watchtower, Lighthouse, Ambassador, Tribute (10th card can be anything)

Opponent has +1 Action token on Torturer (from Teacher) and plays 3 Torturers and a Lighthouse. You discard your entire hand, which was 5 Lurkers.

After drawing 5 cards, your opponent has exactly 2 cards in his deck: A Copper and an Estate.
(Their hand is 3 Torturers, Lighthouse, Ambassador. Teacher is on their Tavern mat.)

You have your +1 Card token on Villa, your +1 Coin token on Lurker, and +1 Buy token on King's Court. Teacher is on the Tavern mat.

The trash contains these cards: King's Court x5, Tribute x2, Watchtower, Ambassador, Villa, Lurker x5
Your deck contains these cards in this order (starting with the top): Watchtower, Villa, King's Court x5, Tribute x2, Watchtower, Ambassador, Villa, Lurker x5 (the Lurkers start in your discard pile).

There are 2 empty supply piles (King's Court and Lurker) so the game hasn't ended. There are 7 Villas in the Supply.

Alms for Villa.

Play Villa (Draw Watchtower)
You now have 3 Actions, 1 Coin, 1 Buy.

Each time you get +23 actions, +16 buys, +30 coins
But you have to spend 2 actions, 9 buys and 28 coins.

end net result of the loop: +21 actions, +7 buys, +2 coins
