Do Goko bots learn?

So this may just be an artifact of selective observation, but it seems like the Goko bots are getting better at Dominion (compared to when Goko first opened, say).  Is their code fine-tuned regularly, or do they have some kind of adaptive artificial intelligence where they get better the more games they play?  Or am I just imagining things?

Or is it just that some (higher ranked?) bots are better than others?

Some bots are better than others.  If that's not what's doing it, if it was anybody but goko I would think their code is getting fine-tuned.  It would be INSANELY hard to write an adaptive AI (although I do have an unfinished project that is making one...  ::)).

Febuary 2013 :The Skynet Goko Funding Bill is passed.
The system goes on-line March April May June 4th, 2013. Human decisions are removed from strategic play.
Skynet Bankerbot begins to learn at a geometric rate.
It becomes self-aware at 2:14 a.m. Eastern time, June29th. In a panic, they try to pull the plug........

Their code has some very occasional tweaks but that is about it. They are a reliable baseline.
