Can you pay a develop on a card where it impossible to correctly follow the instructions on the card? For example, the card says "Trash a card from your hand. Gain a card costing exactly 1 more than it and a card costing exactly 1 less than it, in either order, putting them on to of your deck". If the gaining of cards was optional the word "may" would have been used. Does this make it impossible to use a card without higher and lower valued cards. This also can apply to other cards, such as an estate or a gold in games with no 7-values.

Yes.  If you use Develop on a Copper, you'd get a 1 cost card and a -1 cost card.  There are no -1 cost cards, but if there is a 1 cost card (Poor House or some card that has been price reduced) in the kingdom you would topdeck it.  If there are no 1 cost cards, you'd just trash the Copper.

The gaining is not optional, but you just follow the instruction on the card and do as much as you can.

1. You trash a card from you hand, which is a copper than cost $0.
2. You try to gain a card costing exactly one more than it. ($1) But there are not such card to be gained. (or poor house)
3. You try to gain a card costing exactly one less than it. ($-1) But there are not such card to be gained.
4. You tried but don't have any card to put on top of your deck.

The similar thing apply to other cards.
