Nothing that keeps track of rules, obviously, just something that can handle shuffling and drawing and moving stuff around (and my idea is a deckbuilder, so maybe a way to add and remove cards mid-game) so I can play test games without having to make a mockup with index cards.

I haven't used it personally, but Vassal is the one I've always seen mentioned.

Why not use proxies?
Other cards that fill the role of your intended cards, you can use actual kingdom cards of the same price or just the blank cards that come with the sets.

If you don't want to test in real life, then yeah Vassal, but I have no clue how you would script it.

Let's not jump to conclusions and assume that his cards are going to have a price similar to Dominion Kingdom cards, or just any price for that matter.

Proxies would probably work if I owned a physical copy of Dominion!

....on the other hand I DO have a copy of Tanto Cuore that's gathering dust...

Vassal might work but I am intimidated by its complexity but I'll see.

a) get cheap sleeves
b) put any other card game cards in those sleves
c) put a paper with card info in front
