i'm not sure that this kind of exploit is really fixable. Even on Iso you could game the leaderboard. I cannot think of a reasonable way of protecting the leaderboard from beeing gamed.
For instance i spent last week in researching bots behaviour in playing Stefs Dominion Academy set against them a couple of times.
As a result all of a sudden i'm Nr. 3 in the unranked leaderboard. Did i game the system? In a way yes. It was nothing i planned to do, but it happened.
Funny thing is after a while i started getting more and more points for a win against the bots. Maybe the rating calculation from goko also honors long winning streaks. I kept receiving 30-50 points from a win against a sub 4000 bot, even though my rating was 6300+.
That might be a point to tackle. After a certain rating, you should not receive any rating points for playing a bot anymore. It just makes no sense. This treshhold should be somewhere between 5.000 and 6.000. So you can get a respectable rating, but can't game the system.
I'm not sure if all that is also true for the pro leaderboard. I never managed to have a 50+ winning streak there, and i don't play bots in pro mode, because there is always a human waiting to jump into a game of mine.
