I don't see any reason for putting +2 actions at the end instead of at the beginning.

I think the first choice warrants an Attack type for the card, but it's hard to say.  It would be the first Attack that only targets the player to your left.  Masquerade isn't an attack, but the assymetry makes this one more like one.  With Masquerade, the usual case is that everyone passes a junk card and receives a junk card.  In this one, the player to your left just gets hosed. :P

I think that dropping the first choice would make this a nice, simple $4 village.

an idea might be to not discard the remaining 2 cards and put them back in any order. i think then it is a bit weaker as it looses cycling power but its still a lot stronger than the vanilla vilage.

I would also drop the first part
