My opponent went heavy into Smugglers/Throne Rooms/Wharfs, and utterly destroyed me.  What should I have done?

You have really bad draws in the first 6 turns but lookout is the wrong card here anyway. Reach up to wharves quickly and then use an apprentice to trash cards selectively for more benefit. Thrones and wharves are going to be better than tactician here.

Your opponent's early choices are terrible, but Smugglers is very powerful in this kingdom with huge engine potential and a lot of good Actions at the $4, $5, and $6 (especially GM) price points. I would personally not open Smugglers but pick one up on the reshuffle. Smugglers tends to accelerate engine games extremely quickly because it's like, you get one Wharf, I get two, then you get two, and so on.

TR-Wharf is also a very powerful combo with the presence of other engine pieces; it loses to Wharf-BM on its own though.
