Same if you play an outpost when you possess somebody.  They only get a 3card turn, and no extra turn.

The answer to the original question is yes. You follow as much of the card as you can. It says "Draw 3 cards during cleanup", so you draw 3 cards during cleanup. It says "take an extra turn after this one, but this can't make you take more than two consecutive turns" so you either get the extra turn or you don't, but either way you'll have drawn just 3 cards in cleanup.

Another example: your last three cards are Fishing Village/Poor House/Poor House.  That's a guaranteed province, but only if you don't draw two more Coppers.
