I was messing around with the simulator and found opening Chapel/Chapel gives the Throne Room/Poor House combo the highest win rate. It's a three card combo, so it won't come up often, but it's a fun little fact.

Without Treasures, TR/PH guarantees a Province, so I can see why that would be effective.
