I've rarely read posts in this forum talking about cities giving extra coin and buy (I guess it is assumed to be a pretty rare occurrence?), only about cities working as a super-lab, and the most common level associated with city in this forum is 2 : "level 2 city". So I'd say that the unspoken consensus is 1/2/3.

Logically, it should be 0/1/2, since that matches the number of empty piles, but for people with RPG culture but no programming culture, level 0 sounds awkward... My two cents.

I voted 1/2/3, because I believe that's what people believe around here. I'd rather refer to it as 0/1/2 though.

But then, I'm an algebraist, so there isn't always an ordering on my numbers, and so counting doesn't always make sense, per se.

To avoid confusion I call them "activated cities", "fullly activated cities", and "expensive Villages"

I mean, the card just refers to "one empty supply pile" and "two or more". So it makes sense that "level 2" refers to the "two or more" supply piles. It has nothing to do counting from zero, just the phrasing of the card.

I've never thought about it, but it's always been pretty clear from context which city level is meant.

These least confusing would be to go by real world scale, and call them Hamlet/Village/City

No, it's better to continue using context. Also, it was only in typing this post I realized that L1/L2/L3 was how I naturally think of it .

I think Activated and Doubly (or "Fully") Activated generally works. Or probably I'll just call them cities and refer to either when the piles empty, threat of emptying, etc.

To me, Level 1/2/3 feels the most natural and intuitive. Like, you have something which has three levels of power, it's natural to call it's lowest one 1 and the highest 3. It also feels wrong to power something up to level 1, and similarly starting at level 0, that's not really a thing.

Although I do think in general, I would refer to them by number of piles. But in my WIP article I did reference 'level 3 cities' before removing it (not removed because of this, removed because it wasn't needed). I was going to change it to '2 empty pile cities' or similar.

But not strictly better, because the spinoff can have a different cost than the expansion.

Activated City is just too ambiguous.  Several people have recommended it now, but that sounds like it could easily be a City after 2 piles empty.

I usually refer to it as City with 1 pile empty/ City with 2 piles empty. I didn't realize people even referred to them as power levels.

I originally preferred 0/1/2, but most people seemed to use 1/2/3 in context.  So now I assume 1/2/3 when people reference City levels.  I don't mind much either way, though I wish it was more consistent than it apparently is.
