Question re Bureaucrat: Is a Curse a "Victory Card"?

We were playing a game last night.  Someone played a Bureaucrat and someone else revealed a hand with no Victory cards.  However, the hand had one Curse card in it.  For the purposes of Bureaucrat, is a Curse card considered a Victory card?  We decided that it was, but now are not sure...

Not for Bureaucrat or any other purpose.

Victory card is one who's type line says "Victory".

Yep, a general rule of thumb for dominion cards is, do things exactly as written. In this case, curse has the type 'curse', and as the rules never mention anything about curses being victory cards, they aren't.

But not strictly better, because the spinoff can have a different cost than the expansion.

Though that could make the Bureaucrat stronger if it did affect Curses as well.

I kind of wish it did.

Curse's curse is that Curse is both a type and a name.
This means that there will never be other curses. Oh well, we have ruinseses.
