LF's comment was just that, the only way such a card would not be dominant in most kingdoms would be if you kept shuffling your whole deck to render the topdecking pointless.

Actually, I was responding to his claim that if you were lucky enough, you could luck into a hand of 4 Silvers every turn anyway.

Isn't that the same thing as buying 4 Silvers and hoping to win out that way?

This isn't possible unless your deck is 4/5 Silver or you're getting a Chancellor-like effect every turn. Hence my guess that he was reshuffling his deck every turn.
