Rather than making a What's Missing puzzle, I have listed all the cards; I think this makes for a better puzzle.  I have restricted the list to actions. 

Woodcutter
Smithy
Ruined Library
Ruined Market
Ruined Village
Necropolis

Honorable mention: Monument, Abandoned Mine

They are all strictly inferior to other cards. In fact, they are all inferior to attacks.

Woodcutter//Goons
Smithy//Rabble
Ruined Library//Witch
Ruined Market//Goons
Ruined Village//Familiar
Necropolis//Village (OK, OK, this one's not an attack)

Monument//Goons (Assuming you buy one card)
Abandoned Mine//Swindler

Other cards could fit in, I just listed one example.

Maybe you're only joking, but I'm pretty sure this isn't the solution.  Abandoned Mine wouldn't be an honorable mention, Monument is too much of a stretch, and a card like Militia ( Militia < Goons) would be on the list.  Edge cases always frustrate "strictly better", but one could make a fair case that Young Witch < Witch < Followers.

Almost right; there is a specific reason that Monument and Abandoned Mine aren't on the main list, and that other cards aren't on either list.

Here's a hint:

The two honorable mentions meet a stronger version of the condition than the main cards.
