it's a two player game with only money, the standard green cards, duke, and silk road. what are your buy preferences?

I would think that without +buy, the Duke strategy will beat out the Silk Road strategy, since each can only get one victory point card per turn. 3 Duchys and 3 Dukes are 18 points whereas 3 Duchys and 3 Silk Roads are 10 points.
I think the difficulty lies (and perhaps this is your question and I oversimplified it) in deciding what to do with $4 and $3 hands - do you get silver to support your Duke strategy? When do you get Silk Roads on $4 (that is, with how many Dukes left)? When do you start picking up Estates with <$4?
Now that I just wrote that, I am pretty sure that was the OP question, and I just mouthed off before  really figuring out your question.

As player 1, I open Estate, then win on piles because 8 piles are empty.

This board is hard for player 2.

I'd suspect that you want to build your deck for a standard Duke strat and empty out Duchies, then buy Duke/SR whenever possible, prioritizing Duke over SR.

What is the standard Duke strategy when there aren't any support cards?  That is, do you prioritize Gold > Duchy/Duke?  And for this question, would you ever prioritize Silver > SR?

Essentially you try to build your deck up to a slightly worse level than you would for a province buying strategy and then buy duchies, ignoring gold and provinces. I'm guessing the same applies in this kingdom and when the duchies are gone you take the dukes, silk roads, and estates.

How would a straight BM deck do in this situation? Seems like provinces could do pretty well with no alt. VP enablers...

Nah, just get your opponent thinking about the strategy long enough that he opens Silver, and then win on turns!
