You find a game with a lot of plus buys and actions but no card draw to speak of? Apothecary lets you draw the cards you want to draw, and chancellor throws the four cards of crap you didn't want that you spent all that time top decking into the garbage. Far superior to scout since it throws extra treasure into your hand.

Navigator might be better than Chancellor here. Also, I don't think that you don't need +Actions (or even +Buy) for this to be OK. If you have both, it seems unlikely that there isn't some better route to victory without one of those two. Chancellor also throws away the rest of your deck...

And yes, in this case, Apothecary is far superior to Scout. Most things are. Also, in this case, Province is far superior to Curse.

er i meant without buy. actions are always nice. chances are with the kind of game that apothecary is your shining golden hope navigator is gonna discard those greens you left on top but maybe you used up your apothecaries? Chancellor gives you an extra two and throws your deck in the discard to let you grab your apothecaries again.

Decent enough combo, in that its a circumstance when adding Chancellor to the deck makes it better, which is a fair rarity.
