Hero $7
Choose 2: gain a Spoils, gain a Hero Token, each other player gains a Ruins, +1 card for every hero token you have.
When you gain this, gain 2 Ruins.

This card essentially reads: Bring out the piles and tokens. Also, isn't it possible to play this as exactly a Marauder, but with greater cost? Very weak, Analysis Paralysis, and Linear.

I'm not sure that the Marauder option is a problem.  On cards that provide flexibility, each possible option should normally have a weaker effect than its cost would normally indicate.

That said, I'm not sure I see the synergy.  Why this specific list of options?  I'd rather just see the Hero Token options made mandatory.  That would isolate the unique piece from the clutter.  It's sort of a Pirate Ship for cards instead of coins.  Whether that's too strong, I don't know -- I would rather see a contingency of some sort attached to whether you get a hero token or not, even if it's an easy one to satisfy -- but I'm sure the idea is workable somehow and potentially very cool to play with.
