Shelter/Ruins thought

I had another Dominion dream last night. It involved the new Shelter card. In my dream here is what it did:

Shelter, $1
Action/Victory
0 VP
Trash this card. If you do you may trash a Ruins. Gain an Estate.


Ruins, Curse
-1 VP


So basically Shelters are $1, 0VP Estates that you can use an action to convert into Estates.
Ruins are Curses that can be converted into Estates by trashing Shelters.


That's all. We'll see how my inner Casandra does in August.

My thought:

Ruins - $0 - Victory-Reaction

0 VP

When you would trash this, return it to the supply.  Each other player gains a Ruins.

Wouldn't that mean:
(1) If there was no trashing on the board it's like a 0VP curse that has some extra benefits (due to being a Victory Card)
(2) When there are trashers on the board, you would never want to give this to your opponents - which means "Ruins Giving Cards" would be useless

If all players have a Watchtower, this breaks the universe.

Less dramatically, in a 3p game where only one player lacks a Watchtower in hand, that player gets all the Ruins in the pile.
