one solution is that these cards can remove an estate from the opponent's hand to somewhere other than the discard pile, but that allows both governor and ghost ship

Why Estate? Isn't it any Victory card?

We have a winner! Sorry it took so long to respond to this. Also congrats for finding a card I didn't think of that would meet the condition. A card that could make your opponent discard down to zero cards in hand before their turn began

Hmm... not sure, but does _Vault_ work for that condition as well?  I only have one card in hand when you play Vault.  I choose to discard 2 to draw 1.  I only have 1 so I discard it.  I did not actually discard 2, so I can't draw 1.  Is that correct?

You've stumped me. I thought about vault, but I didn't examine the card text close enough. Good show sirs!
