So basically, It's a Horse Traders with an action instead of a buy, no reaction effect, and optional discarding for the remainder of the coin bonus. So, not really that much like Horse Traders...
This card combos AMAZINGLY with menagerie. The only problem is lack of a + buy. It's definitely more of an engine-friendly card than Horse Traders. Thoughts?

+1 Action +2$ doesn't appear on any Dominion card cheaper than Minion.  It makes it strictly better than Silver in kingdoms without dead draw, and choosing between 4$ and Silver is always supposed to be a thoughtful choice.

Not coincidentally, the card is too strong.  2 of the $ should be tied to the discard rather than 1.

Yeah. You could just load up on these, never mind the discard bonus part.
