Outpost on someone else's turn

If you play your Outpost on someone else's turn (via whatever Mouse/Vassal shenanigans), when (if ever) do you draw only 3 cards during Clean-up?

"You only draw 3 cards for your next hand. Take an extra turn after this one (but not a 3rd turn in a row)."

There's no limit on that first sentence; it applies to the next "draw your hand" thing that happens.
