I think it's clear from the rulebook FAQ.

The rule book gives no definition of "Action play". It just gives an example and leaves me to guess: oh, so "Action play" is THAT thing I get one of every turn!

An action play is one unit of your ability to play action cards. You get one every turn. Village gives you 2 of them.
