No, yes, yes, yes, yes.

Basically, "cheaper" is short-hand for "doesn't cost more coins, doesn't cost more potions, doesn't cost more debt, and doesn't cost the same in total". So nothing in the game is cheaper than Copper, which costs , 0, and 0. But Will-o-Wisp (like Copper) is cheaper than anything that doesn't cost exactly 0 of each resource.

Slight clarification: For Q4 and Q5 you also have the option of getting an Imp, as both of those cost more than 2.
