I was playing a game today, and my opponent didn't have the option to exchange a Hero for a Champion. Here's the log:

e plays a Hero.
e gets +$2.
e gains a Platinum.
e plays a Silver and 2 Coppers. (+$4)
e plays a Figurine.
e shuffles their deck.
e draws 2 cards.
e plays a Copper. (+$1)
e plays a Gondola.
e gets +$2.
e buys and gains a Platinum.
e begins their Cleanup phase.
e draws 5 cards.

Is this a bug or is there a reason?
