Horse gains don't count toward commerce gains. Twice in game, I gained a horse, province with dominate, and card x. Afterwards I then bought commerce, and only was given 2 golds. It's possible that the province gain with dominate is where the logic is broken, but I'm guessing the problem lies with horse gains.
