-: possibly too strong; do you mean any kind of draw as well as gains to hand to trigger the reaction? That would be quite a powerful companion to a Smithy (Royal Blacksmith...) in adding thinning, let alone a draw-to-X with the potential to Exile your whole deck. Also, did Sanguosha really do this art? It doesn't quite seem the same style as the other art by them here...
Overview: it seems to be all about the Exiling. The self synergy still makes it a potent trasher, thankfully it costs $4 so you can't open with 2 often, but still it feels very dominant.
Prefecture
+: simple, easy to understand. So the difference between 2 ActionCurrency and Quarry's 'Actions cost $2 less' is not working with Workshops and multiple Buys? On a cantrip it seems like a fine way to avoid overpowering interactions with those kinds of card.
-: does it need the debt, could just 1 ActionCurrency do? It's not far off the power of Bazaar early, so maybe not.
Overview: it's a vanilla Village, there for function more than interesting play. There's a place for those kinds of card, and in this set it's showcasing ActionCurrency fine.
Confucian
+: the reaction can be fun to build a deck around, and the self-synergy is a weak-but-not-useless way to get 2+ Actions.
-: best with terminal stop cards, but lining them up can be quite luck dependent.
Overview: a nice way to do draw to X. Maybe it could be cheaper?
Carpenter
+: simple to understand. +1 Action distinguishes it from the official $4 Workshops (especially Inventor).
-: The Currency mechanic here either narrows the flexibility of what to gain a bit or it's ignored. It's not doing much.
Overview: decent.
