It does seem that there is a danger of someone in a hopeless situation abandoning their wincon in favor of their arc. Though having the arc would be a compensation. Maybe some of the arcs could be things they would want to try to do anyway. I'm thinking mostly about mafia/third parties here.

Generally speaking, it will not be possible to complete arcs in games that you do not win.
