If a card comes with the same effect, but for buys, i.e. Ignore further +buys, then that would alter the functionality of black market in a way it's not possible to do right now, that is that change would be vulnerable to such effect, while "buying it doesn't consume a buy" preserves the effect, just moving bm purchasing to the buy phase.
Wouldn't "you may buy" not use 1 Buy equally to "you may play" does not use 1 Action?
Not necessarily. "You may buy it in your buy phase" could be interpreted that way, but it could also be interpreted as "it is available to buy in your buy phase". Quite possibly "available to buy" was chosen to avoid that ambiguity.

Captain to understand why it's different. Captain, at the start of your next turn, says to play a card. It's not saying now that sometime next turn you can play a card. The big difference seems to be that the buy can't happen at a specific moment that an ability triggers (at the start of your buy phase). It's just an extra things that's not available. You could still be right, but I think that extra clarification is needed, and just having it in the FAQ probably isn't good enough for something like that.
