How does the empty tile scoring work? From my understanding of the rules, only completely empty tiles count, so a meadow or a tunnel would not count as empty, would it?

Converting 6 Rubies and 3 Ore into 16 points and 3 Food seems like a good deal and not something to weep for at all.
