Conspirator, Crown and Villa

Play Crown during buy phase.
Buy Villa, return to action phase.
Play Conspirator.

Does the Crown count as an Action played for Conspirator?

Rules say:
Quote
To play an Action, the player takes an Action card from his hand
and lays it face-up in his play area.
But it's under the Action Phase section.

Conspirator Text states:
Quote
If you’ve played 3 or more Actions this turn (counting this): +1 Card, +1 Action.

I wonder, is it still counted as "having played an Action" when you play it as a Treasure?

Yes?

I think so, anyway.  The Crown isn't "played as a " thing.  It's played as both and has different effects depending on the phase.

The best reason to lynch Haddock is the meltdown we get to witness on the wagon runup. I mean, we should totally wagon him every day just for the lulz.

I guess you're right, a card is never played as something, it is simply played during a phase in which it's legal to be played, having the types it currently has.
During your buy phase, Crown counts as an Action for Peddler and Treasure for Bank.

Conspirator's wording just allows you to do TR-Conspirator and let it count for 3 Actions (TR, Consp1, Consp2) so you draw a card.

You don't "play it as a Treasure", per se. You can play Actions during the Action phase and Treasures during the buy phase. You can play it whenever you like as a result (before buying stuff). In either case, you are playing an Action-Treasure card, not deciding the card is one or the other. So midturn Mandarin gains return it to your deck, Conspirator counts it, etc.

P1: You played Crown.
P2: Crown is an Action.

C: You played an Action.

So yes, playing Crown, no matter when you play it, is playing an Action. It's also playing a Treasure; though no existing cards care about how many treasures you've played (only how many are in play).

But make sure to remember this when buying a Mint!

It's still a weird card.

When you play Storyteller, you could Counterfeit Crown and play 2 Action cards 2 times each.
The Action - Treasure thing is just a weird mix.

Yeah, leads to weird stuff like Remodelling to Mandarin letting you scoop it from the table onto your deck... and then you play the same Crown again that turn. You could actually even get around to playing it again before you finish resolving it. Fun for weird infinite loop ideas, but seems like a real nightmare to keep track of irl.
