Games With Equal Victory Points Not A Draw?

I've seen a few games in which both players had equal victory points, yet the game was recorded as a win/loss with 1st/2nd place instead of a draw.    Is there a reason for this I am missing?  Or is it a bug?   An example game is at http://gokosalvager.com/static/logprettifier.html?http://dominion-game-logs.s3.amazonaws.com/game_logs/20160828/log.0.1472364467519.txt .

If the player who goes first also plays the last turn, he loses the game if the players are tied for most points. This is in the rules.

Actually the rule is that if multiple players have the same amount of points, the one(s) who took the least number of turns (not including Outpost, Possession, and Mission) win(s). (This is different from what Awaclus said if there are more than 2 players.)
