The potential issue is for a player to reach a point where they can exchange back and forth to make a profit, and do that infinitely. I suppose that can be fixed by limiting exchanges to one direction per turn or something but that feels fiddly just to make one card work. Alternatively I can prevent any of the exchange cards giving a perfect R>G/B rate but that also feels like something there should be.
