You cannot gain Travelers past the first stage with Pilgrimage, but I should have assumed it would work anyways because it works with Potion costs.

Everything that says "gain" specifically means "gain from the Supply" unless otherwise stated. For example, Workshop is unable to gain Madman, Followers or even Woodcutter on a board without Woodcutter even though those are all cards costing $4 or less.

But it could gain the black market that you presumably used to buy it, because Black market IS in the supply, and costs less than four. Although, it couldn't if there were no more Black Markets left.
