One seems pretty insane. Compare it to IGG. IGG costs $5 and a buy, and gives you a crappy card in your deck. This costs $2, doesn't take up a buy, and doesn't bloat your own deck.
But it gives it one curse before you have to buy out the entire deck to cycle back to One.

Yes, but the point is that whenever One is on top, it is simply a way, way better version of IGG. It should get pretty much automatically bought without any real decision to make, any time it's available.

But the deck is face-down, right? You don't know which effect you're going to get.

Oh, I had read the face-down part as being similar to Ruins, where only the top card is visible. I don't like the whole concept then; while it's maybe not too different from, um... [that card that replaces your opponent's top card with another card] Swindler in terms of how it's hit-or-miss, it just feels like you're taking too much of a chance in having to buy something when you don't know what you're buying.
