Here are a few cards we've played with to encourage more interaction between players and their hands.

ROYAL ARCHIVES
Treasure, Cost: $5
$3
Name the total amount spent during the last Buy phase of the player on your right.
If you cannot, gain a Curse and put it on top of your deck.

TILLED FIELD
Action/Victory, Cost $3
1VP
+1 Action
Each other player who discards a Victory from his hand may draw a card.
If any cards are drawn in this way, +2 Cards.

Royal Archives doesn't make any sense to me.  Aside from the fact that I don't know why you would want to make a card that specifically rewards memory (but I guess that could just be personal taste), it doesn't work in real life play, and it also doesn't work in online play.  IRL, if people disagree on how much money was spent, who gets the final say?  We can just argue about it forever, and no one can prove anyone else wrong.  Online, you can just check the log before playing the card, so it's just Gold for $5.

As Scott said, Royal Archives doesn't make sense, both IRL or Online.

Tilled Field is a bit frustating.
Leftmost players won't discard and hope following players won't discard either... and if one breaks the chain, other ones are free to break it too ! It's political after 2 players... but so are Torturer and Masquerade, somewhat.
Or all players can just agree to never discard and it's just an estate with the action type (useful in Conspirator/Peddler cases...) .
I think Great Hall (which is mostly not "great" to gain) is enough for non-terminal Victory/Action cards at $3.

Chocolate is like victory points in Dominion. Both taste good but they'll hurt you if you eat too much of it instead of something else in your early days.

Thus, the wording "during the last Buy phase."

We've had fun with it as a cheap Gold in 4-player games, simply because it forces others to pay attention, and you have witnesses at the board. If the player before me can't remember what he spent, or argues a different amount to throw me off, then he's not the type I'd play with in real life anyway. But all your points are valid.

As for Tilled Field, it can resort to a Great Hall or become a Laboratory. Either way, I'm willing to take the gamble, and it's that same psychology that usually causes others IRL to also discard Green in hopes of gaining something worthwhile. Again, the points are valid.

I assume this is referring to produced money? Either way, consider this 2P game:

"You had 6$ during your last buy phase."
"No i didn't, gain a Curse."
"What?? You had 6$!"
"Nah i hadn't."
"Of course you had"
"Nope."
"What did you have then?"
"Can't tell you, maybe you have another Royal Archives in hand."
"I.. I don't! See?"
"Dude, you can't just show me your hand!"
"I'll show you more if you don't shut up!!!"
"Fine, i had $7. Happy now? Cheater."
"You... No you hadn't...!"
"I had too."
"No!"
"Yes!"
"No!"
"Yes!"
"No"
"No"
"Yes...! D-oh!"
