Don't think so. Ambassador + alt vp already offers a similar scenario with Scout, but Scout still doesn't get picked up. The issue is that if your deck is really so full of junk that Scout seems good, then Silver is better, because Silver helps weak decks more than it helps strong decks.
Scout's only use would remain reordering shenanigans like Scrying Pool
